- Outyear rates based on the prior negotiated four percent (4.0%) annual escalation rate for the Option 1 period.
- Rates are effective on a calendar year (CY) basis (1 January to 31 December)
- All new categories and rates are based on Radiance's SETAC07 prime contract (W9113M-08-D-0001) rates negotiated with the Army Space & Missile Defense Command (SMDC) in October 2007. SETAC07 is a multiple award, IDIQ with T&M type or fixed price delivery orders.

Industrial Funding Fee is included in the rates, so the proposed IT rates are effectively discounted 0.75%
- SETAC rates are effective on 1 October of each year, rather than as proposed for the IT Schedule (1 January), so rates are effectively discounted 1.0%.
- Analyst categories include the following type analysts: Programmer, MIS, Database, Computer, Computer Systems, Management/Financial, Software, Hardware, Systems Engineer, Network, and other related type positions.
