Responsive Strategic Sourcing for Services (RS3) is a multiple award indefinite-delivery indefinite-quantity (MA IDIQ) contract vehicle that provides knowledge based professional engineering services in support of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) related requirements. The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is the agency responsible for the award and post-award administration of the contract vehicle.
The scope of the contract includes C4ISR-related requirements for:
- Engineering — Includes any C4ISR-related services or work, the adequate performance of which requires education, training and experience in the application of special knowledge in consulting, investigating, evaluating, planning and designing, engineering principles. Includes Operation and Maintenance or Direct Support of C4ISR Systems or Platforms. (PWS C.3.1)
- Research, Development, Test and Evaluation (RDT&E) — Includes any services directed toward the innovation, introduction, and improvement of products and processes for C4ISR-related requirements. (PWS C.3.2)
- Logistics, Acquisition and Strategic Planning — Includes support services for C4ISR-related requirements that may result in impaired objectivity or unequal access to information for the contractor performing the services (PWS C.3.3 and C.3.4)
- Education and Training — Includes any services for training, education, and exercise support for C4ISR-related requirements to include System Operation and Maintenance. (PWS C.3.5)
- Permits flight activities based on the following IDIQ level clauses:
- I-170 252.228-7001 GROUND AND FLIGHT RISK JUN/2010
- I-171 252.228-7005 ACCIDENT REPORTING AND INVESTIGATION INVOLVING AIRCRAFT, MISSILES, DEC/1991 AND SPACE LAUNCH VEHICLES
