Mr. Bill Bailey joined Radiance in 2001 and sets the strategic direction of Radiance, a more than $300M 100% employee-owned small business with core competencies in developing advanced technologies, integrating systems, performing technical intelligence, and providing engineering services to the DoD, armed services, intelligence agencies, and other U.S. Government agencies. Mr. Bailey has approximately 42 years of technical and military experience supporting various intelligence, research, information operations, electronic warfare and cyber-related projects. He also has 26 years of industry experience as a project engineer, project lead, and program manager and 14 years of military experience as a B-52 aircraft maintenance technician and Research and Development Engineer at the National Air and Space Intelligence Center (NASIC) and the Phillips Laboratory, now the Air Force Research Laboratory (AFRL). Mr. Bailey graduated from Louisiana Tech University with a BS in Electrical Engineering, received a MBA from Florida Tech, and has completed several relevant courses in Intelligence, Information Operations (I/O), Cyber and Electronic Warfare (EW), as well as completed advanced courses in engineering and business management.
Mrs. Mardina Wammack oversees the financial operations of the company and administer its Employee Stock Ownership Program (ESOP). In addition to managing the company’s finances, she is instrumental in setting the company’s overall vision and strategy. Mrs. Wammack brings approximately 30 years of experience in accounting, finance, and business operations to this role. Since May 2020, she has served as Radiance’s Director of Accounting and has been promoted from Director to Assistant Vice President and Vice President. A certified public accountant, she holds a Bachelor of Science in Business Administration and a Master of Accountancy from the University of Alabama in Huntsville. She has completed Radiance University’s Illuminate Leadership Program and was part of the first cohort to complete Radiance’s MBA program with Auburn University.
Dr. Peter Weiland joined Radiance in 1999 and oversees the gamut of research activities associated with the defense intelligence, aviation, space, directed energy, and missile defense communities. His current research focuses on supporting Radiance’s efforts in hypersonics, directed energy, space, microelectronics, sensors, machine learning, artificial intelligence, and robotics. Dr. Weiland had a 20-year Army career as an officer, where he spent the last twelve years conducting research, development, and program management assignments including the TRADOC Artificial Intelligence Center, NASA Langley Research Center, the Army Space and Missile Defense Command, and THAAD Project Office. Dr. Weiland is a graduate of the U.S. Army Military Academy at West Point and received his MS and PhD in Mechanical Engineering from Rice University. He is a Senior Member of IEEE and a Radiance Senior Technical Fellow.
Mr. Curtis Rowland joined Radiance in 2018 and provides a corporate-level focus on developing, communicating, and realizing strategy. He supports our CEO in this endeavor and collaborates with the executive team to execute key corporate initiatives. He also serves as the Corporate Lead Executive for Radiance’s Dayton Office, focusing on shaping multiple and complex stakeholder relationships at Wright-Patterson Air Force Base and across the entire region. Before joining Radiance, Mr. Rowland spent over 35 years working in the DoD and Intelligence Community. Across the last 14 years of his career, he served in multiple Senior Executive positions, culminating with his appointment in 2014 as the Chief Scientist of the National Air and Space Intelligence Center (NASIC). At NASIC, he led a team of 4,000 personnel to perform scientific and technical intelligence analysis of foreign weapon systems and forces. NASIC’s intelligence products and services directly supported joint operational warfighters, the defense acquisition community, and senior policymakers. He also held leadership positions on multiple national-level Intelligence Community and Air Force boards and earned a Presidential Rank Award in both 2009 and 2015. Mr. Rowland obtained his BS and MS degrees in Electrical Engineering from Wright State University and is a Radiance Senior Technical Fellow.
Mr. Tim Massey joined Radiance in January 2021 as Executive Vice President – Defense Sector and brings significant experience gained over his 29-year career. Prior to joining Radiance, he worked for Science Applications International Corporation as the Vice President of Business Development focusing on US Army customers, and prior to that, served as the Vice President of the Science and Technology Division where he was responsible for all aspects of the business including profit and loss, customer relationships, program execution, business development and personnel management. He has also supported the intelligence community and other DoD agencies with ballistic and surface-to-air missile modeling and threat definition, radar modeling and simulation, intelligence analysis, and joint US-Israeli ballistic missile development programs. Tim graduated from Auburn University with a BS in Aerospace Engineering and later earned a MS in Mechanical Engineering from the University of Alabama in Huntsville.
Mr. Tom Strange has over 20 years of experience in the defense industry, spanning many roles in project engineering support, line and program management, and corporate management. He has served as Executive Vice President since January 2013, stepping into the role of President in 2020. Mr. Strange served as program manager for Veridian and General Dynamics, where he led GEOINT development efforts for the Naval Oceanographic Offices’ Surf Eagle Program in software development and technology programs. He transitioned his operation to Radiance in 2004, continuing the Navy work along with establishing research offices at the University of Southern MS and LA Tech. Prior to his role in the defense industry, he served 24 years in the USAF where he held a variety of technical and management roles including Shuttle Launch Weather Officer for NASA, Defense Meteorology Satellite Program manager and Naval Meteorological Liaison. Mr. Strange received a BS in Atmospheric Physics from Texas A&M University and a MS from Creighton University in Omaha, NE.
Mr. Jarred Butler joined Radiance in 2002 and provides financial management expertise as well as assists the Chief Financial Officer in corporate financial management projects. He is currently responsible for corporate budgeting and dashboard activities for the company. Mr. Butler started his career at a small Government contractor in Madison, AL as a management analyst and has been heavily involved in multiple areas of the business at Radiance. He has been an integral part of contracts administration, subcontracts administration, program control, and corporate financial management. Mr. Butler graduated from Athens State University with a degree in Business Management in 1999. Immediately following graduation, he accepted a graduate internship at Middle Tennessee State University and graduated with his MBA with a concentration in Finance in 2000.
Mr. Darien J. Hammett joined Radiance Technologies in September 2019 and is currently responsible for the strategic direction, growth, and leadership of the Defense Sector — approximately half of the employee-owners at Radiance. Darien started at Radiance as an Assistant Vice President providing direct support to the Chief Executive Officer (CEO) and Chief Strategy Officer on developing, communicating, and realizing corporate strategy. He provided insight to, and developed strategy for, expanding markets where Radiance competes. Most recently, he led the Space Group before becoming the Executive Vice President of the Defense Sector in 2023.
Before coming to Radiance, Darien spent more than 24 years in the U.S. Air Force and retired as a Colonel. He served as a Program Director twice (F-22 Raptor and RQ-4 Global Hawk) and in a variety of engineering, program management, staff, and leadership positions across the Air Force, Office of Secretary of Defense, and National Reconnaissance Office (NRO). Darien’s experience includes operations and acquisition positions on several classified programs in the NRO, Air Force Space Command, and Air Force Material Command. He obtained a BS in Electrical Engineering from the University of Florida and an MS in Electrical Engineering from the Rochester Institute of Technology, and is a graduate of Professional Military Education at all three levels: Squadron Officer’s School, Air Command and Staff College (Distinguished Graduate), and The Dwight D. Eisenhower School for National Security and Resource Strategy.
Mr. Jim Scanlon is a veteran business leader with over 37 years of experience in the aerospace/defense industry and a diverse background that spans P&L, general management, growth strategy and business development, technology, M&A, and program execution. As a former executive vice president of SAIC’s Defense Systems group, he led strategy, business development, and program execution for a $2.9 billion, 8000-person organization in support of the U.S. Army, U.S. Navy, U.S. Marine Corps, and Defense Logistics Agency. Mr. Scanlon led the group’s delivery of services and solutions in the areas of high-end engineering; large-scale systems integration; modeling, simulation, and training; software development and sustainment; force protection; supply chain management and enterprise IT managed services. Mr. Scanlon graduated with honors from Virginia Military Institute with a BS in Electrical Engineering, and he received a MBA from Kennesaw State University in Georgia.
Ms. Jones strategizes internal and external communications, builds community engagement, and builds strategies that elevate Radiance’s reputation and brand. She drives the enhancement of capability development, talent management, and employee experience. In addition to leading the company’s Human Resources, Marketing, and Radiance University departments, she is the executive sponsor for internal committees such as We Lead, Radiance Gives, and Employee Stock Ownership Plan (ESOP) Communications.
Ms. Jones brings over 25 years of experience in talent acquisition, management, development, and talent strategy to her role. Since October 2020, she has served as the Director of Radiance University, leading corporate learning and talent development initiatives and serving Radiance’s employee-owners through the enhancement and advancement of individual and corporate capability. A certified Senior Professional in Human Resources (SPHR), Ms. Jones holds a Bachelor of Science in Business Administration and a Master of Science in Management from the University of Alabama in Huntsville. She is a certified DISC facilitator and a graduate of Connect Class 1 through Leadership Greater Huntsville.
Dr. Karl C. Walli joined Radiance in 2016 and is responsible for providing the strategic direction, corporate growth, and leadership for approximately half the employee-owners at Radiance. Dr. Walli started his career at Radiance as the Director of R&D Operations and was selected to lead the National Technical Intelligence Group before becoming the Executive Vice President of the National Security Sector in 2022. Before joining Radiance, Dr. Walli spent over 25 years working in the DoD community as an active duty Air Force officer and retired as a Colonel running half of the NRO/AS&T portfolio as the Director of the Advanced Technology Office. Dr. Walli is a graduate of Michigan Technological University where he received his BS in Electrical Engineering. He also received an MS in Strategic Intelligence from National Intelligence University along with an MS in Imaging Science and a PhD in Imaging Science from the Rochester Institute of Technology.
