Mr. Bill Bailey joined Radiance in 2001 and sets the strategic direction of Radiance, a $200M 100% employee-owned small business with core competencies in developing advanced technologies, integrating systems, performing technical intelligence, and providing engineering services to the DoD, armed services, intelligence agencies, and other U.S. Government agencies. Mr. Bailey has approximately 40 years of technical and military experience supporting various intelligence, research, information operations, electronic warfare and cyber-related projects. He also has 26 years of industry experience as a project engineer, project lead, and program manager and 14 years of military experience as a B-52 aircraft maintenance technician and as a Research and Development Engineer at the National Air and Space Intelligence Center (NASIC) and the Phillips Laboratory, now the Air Force Research Laboratory (AFRL). Mr. Bailey graduated from Louisiana Tech University with a BS in Electrical Engineering, and has completed several relevant courses in Intelligence, Information Operations (I/O), Cyber and Electronic Warfare (EW), as well as completed advanced courses in engineering and business management.


Ms. Paige Nix joined Radiance in 2015 and provides financial and accounting management expertise. She is responsible for a team that performs accounting and financial management for the company and previously served as our Director of Accounting. Ms. Nix started her career at Radiance with 10 years of public accounting experience with an emphasis on auditing government contractors. She then moved into an accounting manager role at a small Government contractor in Huntsville, AL before joining Radiance. Ms. Nix graduated from the University of Alabama in Huntsville with a BS in Business Administration with a concentration in Accounting and then immediately completed her Masters of Accountancy from the University of Alabama. She became a Certified Public Accountant in 1998 and a Certified Management Accountant in 2012.

Dr. Peter Weiland joined Radiance in 1999 and oversees the gamut of research activities associated with the defense intelligence, aviation, space, directed energy, and missile defense communities. His current research focuses on supporting Radiance efforts in hypersonics, directed energy, space, microelectronics, sensors, machine learning, artificial intelligence, and robotics. Dr. Weiland had a 20-year Army career as an officer, where he spent the last twelve years conducting research, development, and program management assignments including the TRADOC Artificial Intelligence Center, NASA Langley Research Center, the Army Space and Missile Defense Command, and THAAD Project Office. Dr. Weiland is a graduate of the U.S. Army Military Academy at West Point and received his MS and PhD in Mechanical Engineering from Rice University. He is a Senior Member of IEEE and a Radiance Senior Technical Fellow.

Ms. Cindy Santy joined Radiance in 2017 and provides a corporate level focus on developing a workforce with the capabilities to grow and sustain the company. She is responsible for a team that leads talent acquisition, compensation, benefits, communications, marketing, capture, proposal management, learning and development, and Radiance University. She also develops and supports growth strategies within the Service Intelligence and National Intelligence markets. She provides expertise on threat weapon systems, scientific and technical intelligence, and intelligence mission data. Cindy spent most of her career serving the DoD and Intelligence Community. She led scientific and technical intelligence analysis of foreign weapon systems at the Defense Intelligence Agency’s Missile and Space Intelligence Center in support of operational warfighters, acquisition and force modernization communities, and senior defense and policy-making customers. Ms. Santy earned a BS in Electrical Engineering from the University of Missouri-Rolla.

Mr. Curtis Rowland joined Radiance in 2018 and provides a corporate level focus on developing, communicating, and realizing strategy. He supports our CEO in this endeavor and collaborates with the executive team to execute key corporate initiatives. He also serves as the Corporate Lead Executive for Radiance’s Dayton Office, focusing on shaping multiple and complex stakeholder relationships at Wright-Patterson Air Force Base and across the entire region. Before joining Radiance, Mr. Rowland spent over 35 years working in the DoD and Intelligence Community. Across the last 14 years of his career, he served in multiple Senior Executive positions, culminating with his appointment in 2014 as the Chief Scientist of the National Air and Space Intelligence Center (NASIC). At NASIC, he led a team of 4,000 personnel to perform scientific and technical intelligence analysis of foreign weapon systems and forces. NASIC’s intelligence products and services directly supported joint operational warfighters, the defense acquisition community, and senior policymakers. He also held leadership positions on multiple national-level Intelligence Community and Air Force boards and earned a Presidential Rank Award in both 2009 and 2015. Mr. Rowland obtained his BS and MS degrees in Electrical Engineering from Wright State University and is a Radiance Senior Technical Fellow.

Mr. Joseph Summers joined Radiance in 2020 and is responsible for corporate-level focus on strategic contract capture and business growth. He supports our CEO and collaborates with the executive team to develop and lead implementation of key business development processes, tools and training to support Radiance’s continued growth in current and new markets. Joseph works closely with Radiance’s sector, group, operations and division leadership to formulate business development campaigns across all technical capability areas to support corporate growth goals. Before coming to Radiance, Joseph spent 15 years working as a business development executive providing strategic planning, capture planning and leading proposal management operations for several small businesses. Prior to moving to Huntsville, Joseph spent 10 years working in various legislative staff positions for Congressman Bob Riley in the U.S. House of Representatives and for Senator Jeff Sessions and Senator Richard Shelby in the U.S. Senate. Joseph has supported the Huntsville-Madison County Chamber of Commerce as Chairman of the National Government Subcommittee. He obtained his BA and MA degrees in Political Science from Auburn University.

Mr. Tom Strange has over 20 years of experience in the defense industry, spanning many roles in project engineering support, line and program management, and corporate management. He has served as Executive Vice President since January 2013 until assuming the role of President in 2020. Mr. Strange served as program manager for Veridian and General Dynamics, where he led GEOINT development efforts for the Naval Oceanographic Offices’ Surf Eagle Program in software development and technology programs. He transitioned his operation to Radiance in 2004, continuing the Navy work along with establishing research offices at the University of Southern MS and LA Tech. Prior to his role in the defense industry, he served 24 years in the USAF where he held a variety of technical and management roles including Shuttle Launch Weather Officer for NASA, Defense Meteorology Satellite Program manager and Naval Meteorological Liaison. Mr. Strange received a BS in Atmospheric Physics from Texas A&M University and a MS from Creighton University in Omaha, NE.

Mr. Jarred Butler joined Radiance in 2002 and provides financial management expertise as well as assists the Chief Financial Officer in corporate financial management projects. He is responsible for a team that leads program control and all budgeting and forecasting activities for the company. Mr. Butler started his career at a small Government contractor in Madison, AL as a management analyst and has been heavily involved in multiple areas of the business at Radiance. He has been an integral part of contracts administration, subcontracts administration, program control, and corporate financial management. Mr. Butler graduated from Athens State University with a degree in Business Management in 1999. Immediately following graduation, he accepted a graduate internship at Middle Tennessee State University and graduated with his MBA with a concentration in Finance.

Mr. Tim Tinsley joined Radiance in October 2004. During his tenure with the company, he has held many leadership roles in program management, technology development, and business development, operations, and management areas. Under his leadership, his group has experienced significant growth and diversification in aerospace and defense technology areas, specifically in aviation, weapon systems, sensor systems, intelligence, surveillance and reconnaissance, and test and evaluation markets.
Prior to joining Radiance, Mr. Tinsley worked in commercial manufacturing and missile defense industries. He earned a BS in Mechanical Engineering from the University of Alabama and a MS degree in Engineering Management from the University of Alabama in Huntsville. Additionally, he is a Distinguished Fellow of the Mechanical Engineering Department at the University of Alabama.

Ms. Rita Hill joined Radiance in May 2015. During her tenure, she has served as senior vice president for the Technical Intelligence Group, responsible for execution and oversight; providing technical solutions and delivering multi-intelligence products, SW application development, and engineering services to a number of DoD and National intelligence centers, including the U. S. Air Force, Army and Navy.
Prior to joining Radiance, Ms. Hill had a 20-year career with Science Applications International Corporation (SAIC). She served as Vice President for Advanced Analytics where she was responsible for providing strategic leadership and direction, managing all aspects of the business, including strategy, growth, customer relationships, and program execution. Prior to her career at SAIC, Ms. Hill worked 5 years at the U.S. Space and Missile Defense Command in Huntsville, AL, as an electronics engineer supporting missile defense programs and ground-based radar systems. She earned a BS in Electrical Engineering from the University of Alabama in Huntsville and a MS in Engineering Management from the University of Dayton.
